You'll need pilot-link too, which also isn't in the repo.

http://jpilot.org/requirements/

lists the packages needed to be installed to build on ubuntu.

I'm fairly close to getting a GTK 3 build working.  I just need to not be busy all the time with my daytime job.

Judd has provided some .deb files for 2020.  From an email he sent in April.

You need to download the raw files.  This should get them easier than
clicking on them all.

curl
https://raw.githubusercontent.com/juddmon/www.jpilot/master/ubuntu-20.20/libpisock9_0.12.5-dfsg-2build2_amd64.deb
-o libpisock9_0.12.5-dfsg-2build2_amd64.deb
curl
https://raw.githubusercontent.com/juddmon/www.jpilot/master/ubuntu-20.20/libpisync1_0.12.5-dfsg-2build2_amd64.deb
-o libpisync1_0.12.5-dfsg-2build2_amd64.deb
curl
https://raw.githubusercontent.com/juddmon/www.jpilot/master/ubuntu-20.20/libpisock-dev_0.12.5-dfsg-2build2_amd64.deb
-o libpisock-dev_0.12.5-dfsg-2build2_amd64.deb
curl
https://raw.githubusercontent.com/juddmon/www.jpilot/master/ubuntu-20.20/python-pisock_0.12.5-dfsg-2build2_amd64.deb
-o python-pisock_0.12.5-dfsg-2build2_amd64.deb

-o python-pisock-dbg_0.12.5-dfsg-2build2_amd64.deb
curl
