I agree with you, but let's set up a list of user-configurable
properties, what Vassilii Khachaturov started to manage:

country code , local area code
international prefix

strip country code if in own country? (boolean)
strip area code if in own area? (boolean)

PBX dialout prefix
local call prefix (usually, but not necessarily empty)
trunk (long distance call) prefix
international dial prefix

rules for recognition of 
- international number format
- area code in number either with or without long distance prefix
(and make this user-configurable, please.
 This was the point in my first posting to not everyone force to US
 number format)

for dialling programmes an (optional) operator/provider prefix to use.
(we have a lot of them here in Germany), definitely user-configurable,
make the use of a script output possible here, e.g. for a database
query.

Perhaps the one who starts to deal with this might have a look at the
ISDN for Linux configurations. Many aspects of this software deal with
phone call issues in general, not limited to ISDN.
Maybe it could even be useful to use ISDN4 linux configuration data if
present.

And thanks, Ludovic for more details on phone calls in France (I
simlified too much although I knew 1 stands for Ile-de-France).
I could add, quoting you: "Normaliser l'utilisation
des numéros du téléphone, c'est comme pasteurizer le camembert." ;-)

For the short run, the solution Sarah suggested, looks appealing:
let the user edit the number before dialling.
